Lead Time (Buffer Time) can be adjusted to 1 Second

We will TEMPORARY allow users (paid members) to adjust their lead time down to 1 second before auction ends. Please note that the possibility of missing snipe caused by network delayed or slowness is greater when the lead time is set below 5-6 seconds. We will evaluate the result and determine if this can be a permanent solution.

From what we have tested, snipes are being placed correctly but often times our redundant servers (backup) have a tendency of missing snipe when using any lead time below 3 seconds. Please use your caution when trying to adjust lead time below 5 second.
